David Chong

David is the Founder, Chairman and CEO of the Portcullis Group. He has been described by the Singapore Academy of Law as “the Guru of Asian Family Offices”; and is regarded as the Father of Trusts in Singapore.

Portcullis is one of the largest independent trust, fund and family office service providers in Asia. It is the largest family-owned Multi-Family Office in Asia. With a rich history of servicing clients for over 40 years, it has a wide range of professional expertise in running successful wealth management companies. Its international network in Singapore, Hong Kong, Taiwan, Labuan, Johor Bahru, Kuala Lumpur, the BVI, New Zealand, Samoa, the Cook Islands and the Cayman Islands gives it the ability to provide comprehensive services across multiple jurisdictions.

Portcullis Investment Office Limited holds Type 4 (Advising on Securities) & Type 9 (Fund Management) licences issued by the Securities & Futures Commission of Hong Kong; and Portcullis Investment Office Private Limited holds a Capital Markets Services Licence for Accredited & Institutional Investors issued by the Monetary Authority of Singapore.

David is also President of Portcullis Group’s subsidiaries: Baxian Trust (Labuan) (one of the oldest independent trust companies in Labuan); and Baxian Bank Ltd (the first homegrown digital full bank in Malaysia), all of which are regulated by the Labuan Financial Services Authority. David helped draft the securities and financial legislation for Labuan.

Fusang Corp. was the first fully-regulated platform in Asia providing end-to-end infrastructure to support Digital Securities. Fusang Exchange Ltd, a subsidiary of Fusang Corp. is licensed in Labuan, Malaysia as a Securities Exchange under Part IX, Section 134 of the Labuan Financial Services and Securities Act 2010. Fusang Exchange is the first fully-operational stock exchange in Asia that allows companies to go public through a digital IPO accessible by both retail and sophisticated investors globally, supporting the trading of both digital securities and cryptocurrencies. David is approved by the Minister of Finance, Malaysia as a member of its Exchange Committee. Fusang Corp. is a subsidiary of the Portcullis Group.

David is the former President of the Singapore Trustees Association (STA). He served as the Founding President of Society of Trust & Estate Practitioners (STEP) Singapore Branch, and was the Founding President of the Singapore Fund Administrators Association (SFAA). He also sits on the Investment Committee of the Singapore Academy of Law.

He is a Fellow of Harris Manchester College, University of Oxford, where he sits on the Board of Regents. In appreciation for his service to education, the Singapore Ministry of Education presented David with a Service to Education Award.

David is the Managing Director of David Chong Law Corporation, Singapore, and is qualified as a Barrister-at-Law, Lincoln’s Inn; Advocate & Solicitor, Singapore; Malaya and Brunei; Barrister & Solicitor, British Virgin Islands; Solicitor, New South Wales and Queensland, Australia; Barrister & Solicitor, Australian Capital Territory and Victoria, Australia.

David has a Master’s Degree in Law from National University of Singapore and a Master’s Degree in Business from City University, London.
